A Small Gap Can Become a Big Problem
Programs like WIC provide vital support to families, but real life does not always fit neatly into a benefit schedule.
For a family living on a limited income, even one missing container of formula matters.
And formula cannot safely be “stretched.”
Adding extra water, substituting cow’s milk too early, using homemade formula, or adding cereal to bottles can put an infant’s health at risk.
An infant may need more formula than expected. A family’s benefits may not last until the next issuance. The right formula may be difficult to find locally. Transportation, work schedules, or an unexpected household expense can make buying another container impossible.
When a baby needs formula, the safe answer is more formula.
The Need Is Close to Home
Approximately 16,500 babies are born each year in Ashtabula, Lake, Geauga, and Cuyahoga Counties.
Many of their families rely on WIC and other community services to help meet the costs of raising a healthy child. Ohio WIC generally serves households with incomes at or below 185% of the Federal Poverty Income Guidelines, along with other eligibility requirements.
For families already managing housing, food, utilities, transportation, diapers, and medical expenses on a limited budget, an unexpected formula expense can be difficult to absorb.

When one of those partners identifies an infant with an unmet formula need, NEST helps provide safe, age-appropriate formula.
Our model is simple:
- A trusted partner identifies a need.
- Families are referred through organizations already providing social services and support.
- NEST provides formula.
- We help fill an immediate gap with appropriate infant formula.
- Community support allows us to respond when a baby’s needs cannot wait.
- NEST does not replace WIC, SNAP, food banks, healthcare providers, or other assistance programs. We help fill the gaps between them.
There is no pantry staple that can safely replace infant formula for a baby who depends on it.
That makes formula insecurity different from many other household shortages: parents cannot simply make the product last longer without risking their child’s health.
